根据本所《关于2010年节假日休市安排的通知》([2009]300号),现将2010年清明节休市安排提示如下:
一、休市安排:4月3日(星期六)至4月5日(星期一)为节假日休市,4月6日(星期二)起照常开市。
二、节假日期间清算交收事宜按照中国证券登记结算有限责任公司的安排进行。
请各会员单位据此安排好有关工作。

PART II THE ESTIMATES OF REVENUE AND EXPENDITURE, AND APPROPRIA-

The Financial Secretary shall cause such changes to be made

The Financial Secretary shall at the end of each quarter

PART III CONTROL AND MANAGEMENT
General powers and duties of the Financial Secretary
Financial Secretary shall, subject to this Ordinance and any
other
tment, have the management of the finances of the Government and
the
rvision, control and direction of all matters relating
to the
ncial affairs of the Government.
Power to make regulations and give directions, etc.
Without prejudice to any other provision of this
Ordinance, the
ncial Secretary may make such administrative regulations and give
such
nistrative directions and instructions not inconsistent
with this
nance as may appear to him to be necessary or expedient for the
better
ying out of the provisions and purposes of this Ordinance and for
the
ty, economy and advantage of public moneys and Government
property.
Any regulations made or directions and instructions given
by the
rnor or by any person authorized by him, for purposes similar to

Estimates of expenditure laid before the Legislative Council

Subject to section 14 (5), a controlling officer shall be

Subject to any regulations made or directions or instructions

Financial Secretary under subsection (3), a controlling officer
may,

nditure to be incurred against any provision shown in any subhead

A controlling officer may, in respect of any subhead for which

controlling officer, by allocation warrant signed by him or
by a

for any purpose within the ambit of that subhead; and

The controlling officer to whom an allocation warrant is issued

ection (4) shall be responsible and accountable for any
expenditure

Further authority of controlling officers in respect
of urgent

where an urgent need has arisen for expenditure to be incurred
which--
requires a change to the approved estimates of expenditure in
respect

in the opinion of a controlling officer cannot be deferred until
the
ssary change is made in accordance with section 8 without

As soon as practicable after incurring expenditure under
subsection

PART IV RECEIPT, PAYMENT AND CUSTODY OF PUBLIC MONEYS
Duties of Director of Accounting Services
The Director of Accounting Services shall be responsible
for the
ilation and supervision of the accounts of the Government,
for the
gement of accounting operations and procedures, and for ensuring
that

各区、县(市)人民政府,市政府各部门、各直属单位:
目前,面向企业的各类培训班过多过滥,存在乱办班、乱培训、乱收费的现象,企业对此反响较大。为了加强对培训班收费的管理,规范收费行为,减轻企业负担,根据中央、省和杭州市对培训班收费管理的有关规定,市物价局、财政局、监察局拟订了《杭州市行政事业单位培训班收费管理办法》。经市政府同意,现将该《办法》转发给你们,请认真贯彻执行。

杭州市行政事业单位培训班收费管理办法

为进一步加强对培训班收费的管理,规范收费行为,切实制止乱办班、乱培训、乱收费的现象,减轻经营者、消费者负担,根据中央、省对培训班收费管理的规定以及《杭州市审批制度改革若干规定》,制定本办法。
一、适用范围
本办法所指培训班,是指行政机关和事业单位、社会团体等非企业组织因行政管理、社会管理工作需要而举办的各类传授知识、培训业务、训练技能的非学历教育班,包括各类研讨班、学习班、辅导班、讲习班等。企业单位和个人面向社会举办、由学员自愿参加的各类培训班不适用本办法。
二、分类管理
(一)法定培训收费
1、收费管理形式。行政机关根据法律法规和国务院部门规章的规定举办的培训班,事业单位、社会团体等非企业组织经政府部门授权或委托开展的法律法规和部门规章规定的培训班,属于法定培训,具有强制性,其培训收费作为行政事业性收费管理,列入行政审批范围。
2、收费项目和标准。行政机关和事业单位、社会团体等非企业组织举办的法定培训班,有关收费项目报省财政厅会同省物价局批准,收费标准按财务隶属关系由同级价格主管部门审批。
收费标准的确定应坚持搣以收抵支、收支平衡、不盈利攠的原则。培训费含场租费、办公费、师资费、报名费,资料费按实收取。学员在培训期间的交通费、食宿费等费用按有关财政政策办理,不得与培训费合并收取。
3、收费应由价格主管部门办理收费许可证,并使用财政部门统一监制的浙江省培训班收费专用票据。收费资金缴入财政专户,实行收支两条线管理,专款专用,接受财政部门的监督检查。
4、除法律、法规和规章规定外,行政机关和事业单位、社会团体等非企业组织,不得举办统一规定培训对象的强制性收费培训班。
(二)技能性岗位培训收费
各行业管理部门为加强各类技术等级管理,规定有关人员必须持有岗位(上岗)证、等级证、资质证书而举办的各种岗位培训班,具有一定程度的强制性、垄断性,其培训收费按法定培训收费管理办法执行。各种技能性岗位培训费、考核费、实习实验材料费按实际所需费用,报价格主管部门审批。
(三)按自愿有偿原则举办培训的收费
事业单位和社会团体等非企业组织按照自愿有偿原则由有关单位和个人自愿参加培训的收费不属于政府行为,但须作为经营服务性收费进行管理。其收费标准除价格主管部门明确规定实行政府定价或政府指导价以外,均由主办单位自主确定或与委托人协商确定,报价格主管部门备案。同时要按规定到价格主管部门办理收费许可证申领或变更手续,并凭证领购和使用税务发票,依法纳税。
三、办班和收费管理审批
(一)举办培训班必须具备以下条件:
1、有办班的政策法规依据,经行业主管部门资格审查并批准;
2、有相适应的培训场所和设施;
3、有相适应的培训管理能力和师资力量;
4、有完整的培训计划及资料;
5、有培训经费收支概算。
(二)培训班收费审批程序
1、行政机关和事业单位、社会团体等非企业组织举办的法定培训班,先按规定报批收费项目,立项后,随带培训报告、培训计划和费用概算到价格主管部门审批收费标准。
2、举办技能性岗位培训班,须随带培训报告、培训计划和费用概算到价格主管部门审批收费标准。
3、培训班收费需按期报批。对培训内容相同、课时相等的可以同时申报几期,有效期为一年。
4、各办班单位须在收费前15日到价格主管部门办理收费标准申报手续,收费前到价格主管部门办理《收费许可证》,亮证收费。
四、管理权限
培训班收费实行分级管理。市属单位主办或面向全市范围培训班的收费由市价格主管部门负责审批。区、县(市)所属单位举办培训班的收费由所在的区、县(市)价格主管部门负责审批。
五、凡有下列行为者,由价格主管部门、监察部门、财政部门依法、依纪查处,情节严重的,追究有关领导责任:
1、未经权限部门批准,擅自办班收费的;
2、未办理收费许可证或未亮证收费的;
3、虚报培训内容或未达到规定课时授课的;
4、扩大收费或擅自提高收费标准的;
5、自立项目、未按规定使用票据的;
6、违反收支两条线管理规定的;
7、其它违反本办法的行为。
六、本办法由杭州市物价局负责解释。
七、本办法自发文之日起执行。以前有关培训班的收费规定同时废止。
